Memory and Recall on Dispatcher Tests: Format and Techniques

How memory sections on dispatcher tests work, why the distraction task is the real test, and the chunking and slot-order techniques that fix it.

The memory component is the one candidates most often decide they are simply bad at. You either have a good memory or you do not, the reasoning goes, and nothing in the fortnight before a test will change that.

Half of that is true. You cannot meaningfully expand your working memory capacity in two weeks, and anyone selling a method that does is selling something. But capacity is not what these sections measure. They measure how you encode details in the few seconds you have them, and encoding is a habit, which means it is trainable. This guide covers how the memory sections are built on the common dispatcher tests, then the techniques that make the difference.

How memory is tested on the main dispatcher tests

  • California POST dispatcher test. Two memory tests. In Public Safety Bulletin you get three minutes to study a one-page shift bulletin describing several events, then answer questions from memory. In Recalling Facts & Details you listen to a simulated call and answer from memory, with no notes allowed. POST's Call-Taking and Oral Directions tests, by contrast, let you take notes.   • CritiCall. Biddle's test list includes Memory Recall plus audio and numeric audio versions. Its candidate guide describes learning written descriptions (a red car, a green shirt) to recognize later, and hearing numbers such as phone numbers or plates and remembering them over a very short period. The format, plainly

Where memory is tested, the structure is consistent. You are shown or played material for a fixed period that you do not control. It is job-flavored: a name and date of birth, an address, a vehicle with a color and a plate, a phone number, sometimes a short incident with several people in it. Then it is removed and does not come back.

On some tests the questions follow immediately. On others, other items come between — which is the version worth preparing for. The questions themselves are specific rather than general: not "what happened" but "what color was the vehicle" or "which of these was the caller's surname." Multiple-choice options are often near misses — an address one digit off, a name one letter off — which turns a memory item into a memory-plus-discrimination item.

The gap before the questions is the real test

If you take one structural insight from this article, take this one. Without something in between, most candidates would pass by rehearsal: read the address, repeat it silently on a loop, and dump it into the answer thirty seconds later. That is a real ability, but not the one the job needs, because on a real call you never get thirty quiet seconds. You are typing, querying and listening to the next sentence.

Whatever comes between the material and the questions — arithmetic, another item, more audio — destroys rehearsal. What survives is what you actually encoded while the material was in front of you. So the section tests encoding, and encoding is a habit rather than a capacity.

Encode by structure, not as a list

Watch what most people do during a study period: read the material top to bottom, then again, then again until time runs out. They are building a flat list — item, item, item — and flat lists are the most fragile thing you can hand your memory. Every element can be lost independently, and nothing helps you reconstruct a lost one.

Structured encoding means sorting the material into categories as you take it in: who, where, what vehicle, what numbers. Instead of eight unrelated facts you now have four small labeled groups, and each label is a retrieval cue. When the question asks about the vehicle, you open one small compartment instead of searching a pile. Relate items to each other where you can — if the caller's surname and the street share a first letter, that coincidence is free glue.

Use a fixed slot order every time

This is the technique that separates people who are good at these items from people who are guessing, and almost nobody arrives with it. Decide in advance the order in which you will hold caller details — for example name, location, vehicle, numbers — and never change it.

A fixed order gives you a retrieval path. When recall is hard, you do not wait for a detail to surface; you walk the slots. Name, and the name comes. Location, and the address comes. Vehicle, and you notice the slot is empty — which is itself information, because you now know you missed the vehicle rather than wondering whether there was one.

The order also gives you somewhere to put information as it arrives. Callers do not deliver details in a tidy sequence; they give a plate, then a street, then loop back to a name. With slots, each fragment goes into its place as it lands. The same slots then become the fields you type into on a data entry task, or the layout of your notes where notes are allowed.

Numbers are the hardest part, so chunk them

Names and descriptions have handles: a surname sounds like something, a blue sedan with a dented door is a picture. Digits have none. A long number is a run of arbitrary characters with nothing to connect to and heavy interference from every other number in the item. Lose a middle digit and nothing around it implies it.

Working memory holds a small number of items, but an item can be large. Seven separate digits is seven items; the same digits grouped as three and four is two. That is why phone numbers are written in groups, and it is the single highest-value habit you can build here. Grab whatever structure the string offers:

  • Plate 4RTQ889 becomes "four, R-T-Q, double-eight nine" — three chunks instead of seven characters.
  • Address 14208 Marmot Ridge becomes "fourteen, two-oh-eight, Marmot Ridge."
  • Callback 555-0172 becomes "triple five, oh-one, seventy-two."

Chunks do not need to be uniform: a doubled digit, a familiar year or a number you already know (seventy-two) are all single units. Attach each number to its category label, too, because a loose number recalled against the wrong thing scores exactly the same as a forgotten one. When an item has several numbers, give the one most likely to be asked — usually the address or plate — an extra pass.

Chunking has to be practiced deliberately before it is automatic. The failure mode is trying it for the first time during the test, finding it takes effort, and losing the string while you decide how to group it.

Rehearse in chunks, in a rhythm

Short-term verbal memory decays fast unless it is refreshed, and saying a detail to yourself, even silently, is what refreshes it. Rehearsal will not survive a long interruption on its own, but it bridges the seconds between hearing something and encoding or typing it. Two things make it work better: give it a fixed rhythm, so a dropped element is obvious, and say the chunks, not the characters. Rehearsing three chunks takes a fraction of the time of seven separate sounds, so the loop closes before the start fades.

Decide what to drop, on purpose

You will not hold everything. The candidates who do worst are not the ones who forget a detail; they are the ones who half-hold everything and end up with four fragments, none reliable. If detail arrives faster than you can encode it, pick what matters most and let the rest go cleanly. On the job and in dispatch-flavored test material, location comes first, then the nature of the incident, then anything specific enough to act on: a plate, a direction of travel, a description. On the job, if you know you let the callback number go, you know to ask again. If you half-held it, you will type something plausible and wrong.

What does not work

  • Re-reading. Reading the same block four times feels like studying and adds little after the second pass. Familiarity rises, which feels like learning, but recall does not follow.
  • Rote looping. Repetition is exactly what the gap before the questions is built to break.
  • Holding everything equally. Uniform attention across eight elements produces eight weak traces. Structure everything, then deepen the two or three most likely to be asked.
  • Shuffling while you study. The sequence is part of what you encode. Walk the details in your fixed order so each one cues the next; save random order for checking what you know.
  • Memory palaces and similar systems. They are built for long lists studied over minutes. Dispatch memory items are short, fast and needed within a minute or two.
  • Panicking when something is gone. Give your best reconstruction and move on. Time spent excavating a lost detail comes out of items you can still answer.

How to practice

Practice with interference built in from the start. Studying material, waiting quietly and then recalling it trains a skill the test does not measure. Read or listen to a set of invented details, do something unrelated and demanding for thirty to sixty seconds — mental arithmetic works well — and only then write the details down.

Use material that looks like the job. Invent a caller: Dana Whitcombe at 3312 Ospringe Lane, silver pickup, plate KLV-4408, callback 555-0139. Chunk it, put it in your slot order, get interrupted, reproduce it. Then change every element and go again. For audio, have someone read you a seven-digit phone number and type it from memory straight away, a routine Biddle itself suggests in its CritiCall preparation hints. Log what you lose, not just how much. Losing numbers means your chunking is not running. Mixing up which detail belongs to which person means your categories were not distinct. Losing everything after the interference means you were rehearsing rather than encoding — the most common pattern, and the most fixable.

Common questions

Can I take notes during memory sections?

Assume not, and practice without them. POST's Recalling Facts & Details test explicitly allows no notes, and a memory section that let you write the material down would defeat its purpose. Other sections differ: POST's Call-Taking and Oral Directions tests and NTN's ECOMM note-taking test are built around notes. Read each section's instructions.

How long is the study period?

It varies by test. POST's Public Safety Bulletin gives three minutes to study a one-page bulletin; other memory items are much shorter or are heard only once. Plan an approach that works in one careful organizing pass rather than several readings.

Are the wrong answers designed to be close?

Often, yes: an address off by a digit or a name off by a letter. Partial recall is not enough, which is another reason structured encoding beats vague familiarity.

My recall is fine until something interrupts me. Is that fixable?

That is the normal pattern, and it is why these sections put something in between. Chunking helps, because fewer items survive interruption better than many, and a fixed slot order gives you a route back in afterward.

Will a poor memory disqualify me?

Memory is usually one component among several, and cut scores are set by the hiring agency. More usefully, most people who believe they have a poor memory have an untrained encoding habit, which responds to practice quickly. Test yourself with interference before concluding anything about your capacity.
